JB was socializing with some friends after work this January when he was approached by plain clothes tactical officers. The officers claimed that Mr. B was drinking alcohol in a public place. The arresting officer testified that when he approached, several individuals scattered and JB threw a small item to the ground. The recovered that item and found it to contain a white powdery substance they suspected was cocaine.
